Fisher Scientific Digital Hygrometer Thermometer Dew Point.
The relative humidity reading is reasonable for the environment where this image was taken but the temperature was by no means -40 degrees. Best guess is that there is a break in the wiring to the temperature sensor somewhere. This is a project for a tech type to fix.
